First Successful Public Monitoring in WKO

In 2023, the Ministry of Culture and Information of the Republic of Kazakhstan adopted the Law «On Public Control», which provided citizens with a tool to participate in state governance. However, in practice its provisions are rarely applied and remain largely unknown to the local population.
To change the situation, Public Fund «Ashyk Kogam» October 23, 2025 conducted public monitoring of RSE «Department of State Revenue for WKO». The goal was to demonstrate how the law works in practice and increase citizens interest in participation mechanisms.
Monitoring Participants
Members of the Public Council of WKO, PF «Ashyk Kogam Social Development and Innovation Fund», media representatives and bloggers participated in the monitoring.
What Was Evaluated
The quality of citizen service, accessibility of consultations, and reception conditions at tax authorities were evaluated. Following the event, recommendations for service improvement were prepared.
Historical Significance
According to open sources, this event is the first example of practical application of the Law «On Public Control» in WKO.
Future Plans
In the future, PF «Ashyk Kogam Social Development and Innovation Fund» plans to implement public control activities on an ongoing basis through public discussion, expert review, remote monitoring, or monitoring with site visits.
