Pilot public control event: monitoring the quality of service in city transport

On 20 July 2026, the Public Foundation «Ashyk Kogam Foundation for Social Development and Innovation», in accordance with the Law of the Republic of Kazakhstan «On Public Control», held a pilot public control event in the form of public monitoring.

Full-scale monitoring is scheduled for autumn 2026, when public transport will be actively used by schoolchildren and students of Uralsk.

Main objectives of the monitoring

  • checking compliance with passenger service conditions, operation of air conditioners, and the technical condition of buses;
  • recording the occupancy and cases of overcrowding on city bus routes during the morning rush hour;
  • preparing recommendations to improve the quality of service for residents who use public transport.

The monitoring was carried out on 20 July 2026 from 08:30 to 09:30 at the «Shkolnik» bus stop in the direction of the market. The morning time was chosen specifically to capture the situation during rush hour.

Monitoring results

During the monitoring, buses on routes No. 3, No. 22 and No. 29 were recorded overcrowded with passengers. The poor technical condition of buses on routes No. 7, No. 20 and No. 2 was also noted. Buses do not stop close to the bus stop. The photographs were handed over to the Housing and Utilities Department of the Uralsk city administration for further work with the bus fleets.

Grounds for the event

The grounds for conducting the monitoring were numerous posts and comments by city residents on social media complaining about overcrowded buses and the quality of transport services.

Participants

The pilot event was attended by the initiator of the monitoring and the chief specialist of the passenger transport sector of the Housing and Utilities Department of the Uralsk city administration.
